Dense clouds (but no rain) ride the west wind.
Good fortune comes by means of gentle wind.
By gentle persuasion will tyrant rescind.
There is yet a prospect of ultimate success.
But there are obstacles that still oppress.
Now we can only preparatory measures address.
Only by friendly persuasion in small increments
may we be able to be a restraining influence.
The time is not right for any major offense.
As clouds are driven by wind pure...
Without substance, effects won't endure.
It is best to refine our own nature.

9 IN 2ND PLACE:
One is voluntarily drawn into returning.
One wants to advance but, before going,
one finds that there is no opening.
Here advance would not be in keeping
with the time. A cool and collected being
would not expose oneself to rebuffing
but will retreat to those sympathizing.
Good fortune. One is not jeopardizing.
9 IN 3RD PLACE:
An attempt is made to press forcibly
under illusion that opposition is wimpy.
Under the circumstances... power actually
is with the weaker... causing one misery.
Like losing wheel spokes is a disability...
Outer conditions block advance dismally.
Yet we do not heed hints from destiny
(or even arguments that tend to annoy).
This isn't a good situation, naturally,
since the situation favors the wimpy
and conditions don't progress favorably.
Even the strong cannot use superiority
to influence those in the community.
One earns rebuff instead of victory
thus compromising one's own dignity.
6 IN 4TH PLACE:
If one is in position as counselor
to a powerful superior:
One should encourage order.
Therein lies a possible danger
that a threat of bloodshed may tower.
But the power of truth is greater.
Use it's weight to bring end near
and all danger and fear will disappear.
9 in 5TH PLACE:
If you are loyal, loving, and sincere
you are rich in the eyes of the neighbor.
Loyalty bonds because each partner
is a compliment each of the other.
Devotion is the element of the weaker.
Reliability is element of stronger.
This mutuality leads to real power.
9 AT THE TOP:
There's a fixed position to attain.
Success. The wind drives the rain.
This is the result of the accumulation
of the small efforts of a superior one.
Small success requires great caution.
Here it would be a dangerous illusion
for any to think they could presume.
It's the female aspect that has won.
Trying to vaunt it is not a wise one.
Dark power is strongest at full moon.
It is opposite the sun and will wane.
Under such cautious circumstances one
must be content with what has been.
To advance further (before right time
has come) would lead to misfortune.
